Paul Dobie retired from the U. S. Army Corps of Engineers as the Deputy Chief of Staff for Operations, Security and Intelligence with the Corps’ South Pacific Division Office in San Francisco, California September 2004 with over 30 years of service and became a freelance consultant specializing emergency management preparedness and response. Paul served in Iraq in 2003 with the Coalition Provisional Authority where he was assigned as a Senior Advisor on the Iraq Reconstruction Program. During the period of May 2005 to September 2006, Lockheed-Martin hired Mr. Dobie under contract to go to Bagram, Afghanistan where he served as the Construction/Facility Engineer and Site Developer for the Army Materiel Command. There he was responsible for construction and development of a +7=acre site to enhance the Army’s “Warfighter” capabilities.

During his Federal service career he was involved in significant response operations ranging from floods, fires, hurricanes, earthquakes to assisting in response operations to the 9/11 attack. He had a direct role in the management of response to many disasters while serving in his role as an ESF 3 Team Leader or Assistant Team Leader for the Corps of Engineers assigned to FEMA response operations. He has made presentations at International and National Conferences regarding response operations and flood fight operations.

Paul has been a member of the American Society of Civil Engineers since 1977 and has served on the National Disaster Reduction Committee in the past. In addition he is a member of the Society of American Military Engineers.

Paul holds a Bachelor of Science Degree in Civil Engineering Technology from Old Dominion University in Norfolk, Virginia. He has had papers and articles published with the last article appearing in the Military Engineer, December 2005, “A Project of Patience” regarding his work with the Army Materiel Command in Afghanistan. He has received many commendations and awards to include the Bronze DeFleury Regimental Engineer Award from the Chief of Engineers. Mr. Dobie also was awarded a Bronze Star for service in Vietnam (1970).
