DHS Update from the International Association of Emergency
Managers (IAEM)
IAEM
participated in a conference call with the U.S. Department
of Homeland Security, Office of State & Local Government
Coordination and Preparedness. Updates include:
National Preparedness Month - Kristen Gossel, (202)
282-8010, DHS has been working with a coalition including
the Department of Education, National Association of
Broadcasters, and many other grassroots organizations
to promote citizen emergency preparedness in their communities.
Secretary Ridge has asked all governors to likewise
conduct preparedness events such as town hall meetings,
www.ready.gov
links, host Citizens Corp chapters, etc.
Registered Traveler Program - Justin Oberman, TSA,
Credentialing Program Office. In response to air carriers'
request for assistance in expediting frequent travelers
who do not pose a threat, the U.S. Transportation Safety
Administration launched this program. It was launched
with Northwest Air in Minneapolis a few weeks ago and
other current participants include United Airlines in
Los Angeles, Continental in Houston, and American Airlines
in Washington, DC and Boston. Travelers are invited
to submit to a background check, get finger-printed
and iris-scanned.
National Incident Management System Integration Center
(NIMS IC) - Gil Jamieson, Homeland Security Presidential
Directive #5 directed that NIMS be established. Secretary
Ridge published the document in March, 2004 which is
available at http://www.fema.gov/nims/.
It provides a framework by which we will organize our
responses, based on the Incident Command System and
establishes common terminology and consistent standards
for training and response using the location foundation
as building blocks, and scaling the response as appropriate.
The NIMS IC ensures the successful implementation of
the NIMS concept. There are liaisons of all DHS elements
invested in the IC. Secretary Ridge expects the IC will
be the driving force behind the NIMS roll-out. There
are a standards and resource branch, resource typing,
training and exercise, and research and technology.
Also on the web site is a Q&A section and NIMS Awareness
Training.
New
DHS Director of Public Safety Coordination - Christy
McCampbell has been appointed the new director of public
safety coordination in the DHS State and Local Government
Coordination Office. She will liaison with first response
organizations.

promoted to the role of Executive Vice President. In
addition, Mr. Rosenfelt has been named to the MessageOne
Board of Directors .
